Maryland-Delaware Encampment accepts basic applications

2/22/2009––Applications for cadet basics to attend the 2009 Maryland-Delaware Encampment are now being accepted.  The eight-day encampment will be held June 27-July 4, 2009, at Camp Fretterd Military Reservation in Reisterstown, Md.

Encampment is the most significant, worthwhile training experience in a CAP cadet's career. It is a basic training-like program and is required for the Gen. Billy Mitchell Award. Encampment is designed to develop a greater understanding of CAP and Air Force missions and capabilities, personal and team leadership, and teamwork.

This year's command staff include:

  • Commander:  Maj. Joe Winter
  • Vice Commander:  Lt. Col. Larry Buck
  • Chief of Staff:  Maj. John Reutemann
  • Commandant of Cadets:  Capt. Brenda Reed

The cadet command staff include:

  • Cadet Commander:  Cadet Col. Wayne Mowery, Jr.
  • Cadet Vice Commander:  Cadet Maj. Charles Frater
  • Cadet Chief of Staff:  Cadet Capt. Matthew Herten
  • Cadet Command Chief Master Sergeant:  Cadet Chief Master Sgt. Bo Saunders

Applications for last year surpassed the space limits and many Maryland cadets were placed on a waiting list.  Interested cadets are encouraged to apply early to ensure a space at this year's encampment.

In addition to the encampment, a Middle East Region Cadet Leadership School will also be held during the same time at Camp Fretterd.   This RCLS is one of two cadet leadership schools being held this year in the Middle East Region, with the other being held in North Carolina from 5-10 July 2009.

The RCLS held in Maryland is for cadets that have graduated a basic encampment and have achieved the minimum grade of Cadet Technical Sgt.  Class size is limited to 18 cadets.  Interested applicants should forward their applications to the attention of RCLS using the same instructions as the encampment applications. Commandant is Capt. Tom Reed and the RCLS Cadet Commander is Cadet 1st Lt. Alice Chan.

Cadets interested in attending the RCLS held in North Carolina should contact the project officer, Maj. Marco Soave at marco.soave@mer.cap.gov for additional details.  Class size is limited to 25 cadets. 

Civil Air Patrol’s cadet program is centered on four themes: leadership, aerospace, fitness, and character. It is open to youth aged 12 through 19. Civil Air Patrol, the official auxiliary of the U.S. Air Force, is a nonprofit organization with more than 56,000 members nationwide. CAP performs 90 percent of continental U.S. inland search and rescue missions as tasked by the Air Force Rescue Coordination Center and was credited by the AFRCC with saving 90 lives in fiscal year 2008. Its volunteers also perform homeland security, disaster relief and counter-drug missions at the request of federal, state and local agencies. The members play a leading role in aerospace education and serve as mentors to the nearly 22,000 young people currently participating in CAP cadet programs. CAP has been performing missions for America for more than 66 years.
